Overflows tend to quiet over time as the PVC gets algae/bacteria growth on it. I'd give it a good month or two before I did any radical redesigns.

It's really rare to see "too much" flow. Adding a couple more powerheads can really help. Too little flow, and stuff accumulates on the sand... too much and the sand never settles.
