bad ballast?

got a question about my compact fluorescent fixture. it's a jbj aqua lighting fixture i bought probably 6 years ago and now it's having problems.

the bulbs will sometimes shut off then turn back...

yep, got a valve. the water level fluctuates a bit, sort of like a cycle. not really sure why, but it stays w/in about an inch or so.

the pump is a model 5 utility pump. i frickin' threw the box away so i don't know the specs. it doesn't even say a brand on it....
