Not a good idea to mix Clowns. Yes, Clowns and Damsels are mean.
What size tank is this? If you keep them, you need to add tankmates that are aggressive as well. I can give you suggestions when I know the size of your tank

My tank size is 46 gallons, so mixing clowns is a no no?

yeah clowns can be ruthless to other clowns, its pretty much the same as with any other fish that isnt a schooling fish, they just cant happen unless there is a ton of room or a pair

Clownfish technically are damsels! But not all damsels are mean!
If you like your tomato clown, why not try and pair it up?
