Question what is on my metallic green torch?

Does anyone know what that white structure sticking out of my metallic green torch in the picture below is? It has been there since I got it. Whatever it is, it goes in and out of its hole periodically. Any feedback appreciated.
I apologize ahead of time for the crappy picture.

I thought Barnacle. I didn't think the picture was crappy... i'd be happy with that.

Consensus so far says barnacle...

Is it good, bad, neutral?
I know it's ugly and I don't want it on my torch

maybe put a small ship hull near it and see if it hops on that.

I know, not the most productive of comments, but I could not resist. I guess they can move though.. but I think it's not uncommon for them to live in corals like that.. for feeding purposes..
