Two

I had a pair that would host a RBTA in my previous tank.

Two has my vote as well...

However, you should be aware that it is never guaranteed that your clowns will host anything, much less a specific anemone.

I have a false percula that goes to four different toadstool leathers.

My false percula also hosts in my toadstool leather.
Only in the morning though. At night he stays by a corner.

No idea why.

2. One significantly larger than the other. You should have a better chance at getting a "Pair". The smaller will submit more quickly to the larger with out a fight. Although 2 of the same size will most likely hang out most of the day together.

Mine hang out all day, and do the "corner thing". No idea why, but they seem happy about it!
